Due to amendments to the Customs Code of Ukraine effective from April 19, 2025, obtaining authorization has become a mandatory requirement for operating a customs warehouse or a temporary storage facility (hereinafter – warehouses). Without such authorization, a company loses the right to place goods under customs control at its premises, which may lead to vehicle downtime and additional costs.
It should be noted that existing permits valid as of April 19, 2025, will remain in force until April 19, 2026. This provides businesses with time to properly prepare their applications for authorization and undergo compliance verification.
Although the changes came into effect on April 19, 2025, the first authorization for operating a customs warehouse was issued only in September 2025. This delay is due to the complexity of document preparation and the need to adapt warehouse facilities, which is a time-consuming process.
