End of the transition period for customs brokers: what to do if your permit has been revoked?
As of April 20, 2026, the “old rules” phase for customs brokerage activities in Ukraine has officially ended. According to Order No. 1790 of the State Customs Service dated April 17, 2026, starting from 00:00 today, permits for companies that have not completed the new authorization procedure are revoked. This means that hundreds of companies that operated under the usual simplified scheme have lost the right to carry out customs clearance of goods.
The Customs Code of Ukraine (clause 9-41 of the Final and Transitional Provisions) has set clear boundaries for the transition to European standards. Companies were required to confirm compliance with new criteria: from financial stability to staff qualifications and reliable accounting systems.
Is it still possible to obtain authorization now?
Yes. The end of the transition period does not mean the end of operations. The authorization procedure continues, but now without an “adaptation period” in the form of the old permit.
