Customs Visa-Free Regime 2025: record NCTS figures and new opportunities for Ukrainian businesses
The full transition of all countries participating in the Convention on a Common Transit Procedure to NCTS Phase 5 in January 2025 set the vector for digitalization, and the results of 2025 confirmed: Ukraine has not only integrated into the European customs space but has become one of its most active participants.
Statistics for 2025 demonstrate significant growth in system usage. The total number of processed transit declarations reached nearly 142,000. This is an absolute record: in 2025 alone, Ukraine processed more declarations than in all previous years of NCTS implementation combined.
A particular breakthrough occurred at the end of the year. December 2025 set a historic maximum: more than 10.5 thousand T1 declarations for exit and 5.7 thousand for entry. This indicates full adaptation of Ukrainian business to the NCTS system.
NCTS is no longer a tool exclusively for export or import. Ukrainian traders increasingly choose this system for movements within the country.
Compared to 2024, the number of domestic transit operations increased almost 2.5 times — from 10,000 to 24,500 declarations. This directly confirms that digital customs solutions are becoming more convenient and efficient than traditional methods.
Financial guarantees
The transformation of financial instruments in 2025 demonstrated qualitative growth in the capacity of Ukrainian business. Despite a slight decrease in the number of new comprehensive guarantees, their total value increased significantly.
One of the most important achievements of the year was the development of the transit simplifications system. The status of “use of guarantee waiver” represents the highest level of trust from customs authorities toward business.
The year 2025 proved that the “customs visa-free regime” is not just a political slogan but a functioning mechanism that integrates the Ukrainian economy into global supply chains.
