On 9 April, the State Customs Service, with the support of the Public Finance Management Programme in Ukraine (EU4PFM), held a seminar on the transition to NCTS Phase 5. The main event of the seminar was the presentation of IT solutions that businesses can use to submit transit declarations in NCTS Phase 5, as this was the problem faced by the subjects of the procedure at the end of November last year. Thus, a number of IT solutions for submitting T1 to NCTS Phase 5 were presented:

As a result of the seminar, it was announced that the transition to NCTS Phase 5 will take place on 22 April 2024.
It is worth noting that after the transition, businesses will have to submit transit declarations in accordance with the new rules and in the updated transit system – NCTS Phase 5. The previous version of the system (NCTS Phase 4) will no longer accept declarations; however, it will work for a certain period of time (approximately 2 months) to complete and close movements started before the transition to NCTS Phase 5.
In addition, all individual guarantees that are not used by the time the actual launch of NCTS Phase 5 begins (by 10:00 a.m. on 22 April 2024) will need to be resubmitted in accordance with the updated specification to the new system.
The innovations also include the possibility of completing the joint transit procedure by placing the goods at an authorised facility of the enterprise (issuing a TS declaration), as this was not possible in the previous version of the system.
