Ukrainian businesses have received more time to prepare for the next version of the “customs visa-free regime.” The transitional period for implementing the NCTS Phase 6 system and the pan-European Import Control System (ICS2) has officially been extended until June 1, 2026.
What does this mean for businesses?
Continuation of NCTS Phase 5 operations: After September 1, 2025, it will still be possible to submit transit declarations using NCTS Phase 5, including combined declarations with security data.
Synchronization with neighboring countries: The Customs Service of Ukraine has contacted the customs administrations of Poland, Slovakia, Hungary, and Romania to coordinate positions. According to preliminary information, these countries also plan to extend their transitional periods, ensuring smooth and uninterrupted transit of goods.
