“Customs Visa-Free Regime”: Record-High Figures in Q2 2025 and Growing Business Confidence

Ukraine continues to make steady progress toward European integration, and the customs sector is showing impressive results! In the second quarter of 2025, the State Customs Service of Ukraine set a new record by processing nearly 34,000 transit declarations under the Common Transit Procedure — the highest quarterly figure since Ukraine joined the Convention.

Ukraine is steadily reinforcing its position in the European transit space. In Q2 2025, the State Customs Service of Ukraine processed nearly 34,000 transit declarations under the New Computerized Transit System (NCTS). This is 8,000 more than in the previous quarter and 9,000 more than in Q2 2024.

This growth represents the highest quarterly figure since Ukraine joined the Convention on the Common Transit Procedure.

Over 23,000 movements initiated by Ukrainian customs were successfully completed in Convention member countries. At the same time, Ukraine finalized 10,700 transit movements initiated abroad — an increase of nearly 50% compared to the previous quarter.

Since the launch of the international application of the Common Transit Procedure on October 1, 2022, the State Customs Service has processed almost 196,000 declarations, with 149,000 as the office of departure and 47,000 as the office of destination.

Additionally, Ukrainian companies are actively using national comprehensive guarantees in T1 declarations to move transit cargo through other Convention member countries. In Q2 2025 alone, comprehensive guarantees were applied in nearly 106,000 T1 declarations across EU customs territory. Since January 1, 2025, over 183,000 such declarations have been submitted.

Regarding guarantee management under the Common Transit Procedure, the State Customs Service registered 28 new comprehensive guarantees in the NCTS guarantee management system in Q2 2025. As of early July 2025, 94 comprehensive guarantees totaling over €320 million and 4,947 individual guarantees totaling €218.45 million remain active.

This upward trend confirms growing business trust in the Common Transit Procedure and highlights the increasing number of foreign economic operators seeking to work according to EU standards.
