The “eQueue” system organizes the order of truck arrivals at checkpoints by assigning them to separate queues and setting entry times. Certain trucks are granted priority entry.
According to Order No. 1028 dated June 20, 2025 (registered with the Ministry of Justice), “On Approving the Rules for Truck Arrival Order at International and Interstate Border Checkpoints Using the Electronic ‘Border Crossing Queue’ System,” the electronic system forms a priority queue using a special algorithm. This algorithm prioritizes trucks transporting goods:
under the Common Transit Procedure Convention (including T1 declarations) or the Customs Convention on the International Transport of Goods under the TIR system (TIR Convention 1975);
by an authorized economic operator (AEO);
subject to priority inspection (perishable goods) according to legislation.
Based on statistics from the “eQueue” system and the European Commission database on international transit under the NCTS, we propose research to determine the reduction of truck waiting times at the border with a T1 declaration. This involves comparing the time a T1 truck spends in the queue with the time it would spend without priority.

On average, a truck without priority crosses the border in Tavg = 24 hours. Thus, the average waiting time for a T1 truck is:
A truck with T1 crosses the border approximately 5 times faster, passing first while five trucks from the regular queue wait.
How it works: When booking a spot in “eQueue,” the user specifies information about goods moved under the Common Transit Procedure. The electronic system interacts with the Single Automated Information System of customs authorities to verify the presence of T1 transit declarations, automatically granting priority.
