A complete object (CO) is a product that, according to the requirements of the Ukrainian Classification of Goods for Foreign Economic Activity (UKT ZED), is classified under a single customs code, but due to production or transportation conditions, is moved across the Ukrainian customs border in a disassembled or unassembled form via several shipments.
In simpler terms, a complete object is characterized by the fact that it arrives in a disassembled or unassembled state, split into several batches, delivered over an extended period (at least two shipments), and is classified under the single customs code of the final assembled product, rather than separate codes for each component.
It’s important to note that not all goods qualify as complete objects. The key requirement is the availability of evidence in the form of diagrams, blueprints, and technical descriptions proving that the shipment constitutes a single system that will be assembled into one object after crossing the border and completing all procedures. Goods that do not meet these conditions and cannot be classified under one UKT ZED code cannot be considered complete objects.
